If approved by Arizona voters in the 2026 election, HCR 2021 will require Arizona cities and towns: (1) that imposed a tax on food for home consumption as of January 1, 2025 to get voter approval for any tax rate increases, which may not exceed 2% in aggregate, and (2) that did not impose a tax on food for home consumption as of January 1, 2025 to get voter approval before imposing such taxes or subsequently increasing the rate of such taxes, which may not exceed 2% in aggregate.
